Abbott Street Heritage Area Deserves Meaningful Protection

A recent Castanet article highlighted growing concerns from heritage advocates about the future of Kelowna’s Abbott Street Heritage Conservation Area. The discussion raises an important question for our community: if a Heritage Conservation Area is not protected from incompatible development, what purpose does the designation serve?

The Abbott Street area is more than a collection of historic homes. It is one of Kelowna’s most recognizable neighbourhoods, characterized by mature tree canopies, walkable streets, historic architecture, and a unique sense of place that reflects the city’s early development. Residents and visitors alike are drawn to its distinctive character and the connection it provides to Kelowna’s past.

Provincial housing legislation was introduced to encourage additional housing near transit corridors. However, the Province also recognized that communities may need to protect heritage areas and provided municipalities with the ability to exempt Heritage Conservation Areas from certain transit-oriented development requirements.

Many residents are concerned that Kelowna has not fully utilized those protections. As a result, development proposals that would have previously been considered incompatible with the character of the neighbourhood may now become possible within or adjacent to the Heritage Conservation Area.

This is not a debate about whether Kelowna should grow. Growth is inevitable and necessary. The question is whether growth can be accommodated while respecting the qualities that make neighbourhoods like Abbott Street special.

Once mature tree canopies are removed, historic streetscapes altered, and neighbourhood character lost, those elements cannot simply be rebuilt. New construction can provide housing, but it cannot recreate a century of history, established landscapes, or the sense of place that has evolved over generations.

Heritage conservation works best when it is proactive. Waiting until significant change has already occurred often means it is too late to preserve the very features residents value most.

The Abbott Street Heritage Conservation Area represents an irreplaceable part of Kelowna’s identity. Protecting it is not about preventing change—it is about ensuring that change respects the history, character, and community values that have made this neighbourhood one of Kelowna’s most treasured places.

As conversations continue about the future of the area, we encourage residents to stay informed, participate in public discussions, and support policies that provide meaningful protection for Kelowna’s heritage neighbourhoods.

The choices made today will determine whether future generations inherit a neighbourhood that reflects Kelowna’s rich history—or simply read about it in photographs and archives.
