Residents throughout Kelowna have begun displaying “Save the HCA – no TOA” signs to raise awareness about a proposed change that could dramatically affect the character of the Abbott Street Heritage Conservation Area.
Our community supports thoughtful growth and welcomes new housing. What we’re asking for is simple:
Protect Kelowna’s Heritage Conservation Area from six-storey Transit-Oriented Area (TOA) zoning.
What is a Transit-Oriented Area (TOA)?
Transit-Oriented Areas (TOAs) are provincial planning policies designed to encourage more housing near frequent public transit.
The goal is to create more homes within walking distance of transit, reduce car dependence, and help address housing shortages.
These are important objectives, and we support increasing housing throughout Kelowna.
However, applying six-storey zoning within a protected Heritage Conservation Area raises unique questions about how growth should be balanced with preserving places that have recognized historical, architectural, and cultural significance.
Why are residents concerned?
Kelowna’s Heritage Conservation Area is unlike any other neighbourhood in the city.
It is known for its:
- Historic character homes
- Mature tree canopy
- Walkable streets
- Beautiful gardens
- Human-scale development
- Proximity to Okanagan Lake
- Connection to Kelowna General Hospital
- Rich local history
Many residents are concerned that six-storey redevelopment could fundamentally change the character of this nationally significant neighbourhood.
We are not against housing.
This is one of the biggest misconceptions.
Our community believes Kelowna needs more housing.

What has the Province said?
The Province has confirmed that municipalities have tools available to protect heritage areas within the broader planning framework for Transit-Oriented Areas.
Our position is that Kelowna should make full use of those tools to preserve the unique character of the Heritage Conservation Area while continuing to accommodate growth elsewhere in the city.
